Namaste. I am very happy to have this opportunity to introduce the outline and progress of SISM2 (SISM Phase 2) through our SISM2 Web-site.

Many people engaged in basic education in Nepal might have heard about SISM, which was carried out for three years from February 2008 to February 2011 by the Ministry of Education (MoE) and Department of Education (DoE) in collaboration with Japan International Cooperation Agency (JICA) to develop capacity of SMCs and PTAs in formulating, updating and implementing SIPs as well as capacity of local education officers in supporting school management improvement. Dhading and Rasuwa Districts were the targets during SISM Phase 1. Through organizing and linking the experiences, learning and discussions of SISM Phase 1, SISM Model was constructed for capacity development in school management. The SISM Model consists of the three major components: including

1. School-level Training Workshop for SIP Formulation and Implementation;
2. Trainers’ Training of Central/Local Educational Officers and Resource Persons; and
3. Monitoring and Guidance by District Educational Officers and Resource Persons.

Based on the output of SISM Phase 1, DoE created “SIP Formulation Guidebook” in 2012 and hardcopies of the Guidebook were widely distributed. In order to further reinforce DoE’s efforts to disseminate and practice SMC/PTA capacity development, SISM2 started in June 2013. The project duration is 3.5 years. SISM2 has been implemented by MoE, DoE, National Center for Educational Development (NCED), and Curriculum Development Center (CDC) in collaboration with JICA.

In the 1st Project Year, SISM2 has been conducting testing activities of SISM Model. The testing has been conducted in the four target districts including Solukhumbu, Rupandehi, Jumla and Doti; one from each region except the Central Region, where the follow-up activities in Dhading and Rasuwa have been conducted. In the 2nd/3rd Project Years, the regional/national dissemination campaign will be carried out. We are looking forward to seeing you somewhere in the near future to share our information and experiences to realize “better students, better schools and better future” in Nepal.
